Kuwait Rice Import Rules (PAFN)

Food imports into Kuwait are controlled by the Public Authority for Food and Nutrition (PAFN). Before your first shipment, check these points with your clearing agent:

  1. Importer licence – a valid Kuwaiti commercial licence and import licence.
  2. Product registration on the Raqeb platform – PAFN registers food products through its Raqeb e-platform: brand, net weight, origin, manufacturer details and the final label with Arabic text.
  3. Arabic labelling (KWS GSO 9) – product name, net weight, production and expiry dates, country of origin, manufacturer, lot number and storage conditions in Arabic (Arabic + English is common).
  4. Pesticide and contaminant limits – rice must meet Gulf limits (KWS GSO 382 for pesticide residues, KWS GSO 193 for contaminants). PAFN can sample shipments at the border.
  5. Border inspection – document check, physical check of bags and containers, and risk-based lab sampling.
