Step 1: Choose the Right Rice for US Buyers
- 1121 Steam Basmati – the most popular retail Basmati in US Indian and Middle Eastern stores.
- 1121 Golden Sella – for restaurants, biryani houses and caterers who need firm, separate grains.
- 1509 Basmati – long grain at a better price for value brands and food service.
- Sugandha and other non-basmati – budget long-grain rice for price-sensitive channels.
- USA-compliant pesticide-residue-free grades – 1121, 1718, 1509 and PUSA grown and tested to meet US pesticide limits.

Step 2: Understand US Pesticide Limits (the #1 Risk)
In the US, the EPA sets pesticide tolerances. If rice contains a residue above the tolerance – or a pesticide that has no US tolerance for rice – the food is considered adulterated. FDA can detain it, and repeat problems can put a supplier on FDA Import Alert 99-08 (detention without physical examination for pesticides).
How to protect yourself:
- Buy a USA-compliant pesticide-residue-free grade, not regular Basmati made for other markets.
- Ask for a pre-shipment lab report (multi-residue test) from an accredited lab for each lot.
- Keep the reports in your FSVP file.
Step 3: FDA Requirements
- FDA food facility registration – the foreign facility that processes or packs the food must be registered with FDA.
- Prior Notice – submitted to FDA before the shipment arrives in the US.
- FSVP – as the US importer, you must verify that your foreign supplier produces food that meets US safety standards (hazard analysis, supplier evaluation, verification records).
- Labelling – retail packs need FDA-compliant English labels: product name, net quantity (US and metric), ingredient statement, name and address of manufacturer/packer/distributor, country of origin, and Nutrition Facts unless exempt.
Your customs broker files the CBP entry; FDA reviews it and may release, examine or sample the shipment.
Step 4: Documents for a US Shipment

Step 5: Packing, Private Label and Shipping
Popular US packs are 2 lb, 5 lb, 10 lb and 20 lb retail bags, and 25–50 lb bags for food service. Sailing time from India to the US East Coast is usually around 4–6 weeks, depending on the route and transhipment.

Frequently Asked Questions
Is there import duty on Basmati rice in the USA?
The base duty on HTS 1006.30.90 is free, but extra tariffs on goods from India have changed several times since 2025. Your customs broker can confirm the rate that applies on your shipment date.
Do I need an FDA licence to import rice?
There is no single “import licence”, but the shipment needs FDA Prior Notice, the supplier facility must be FDA-registered, and you as importer must meet FSVP rules.
Why are some Indian rice shipments detained in the US?
Mostly for pesticide residues above US tolerances. Buying a USA-compliant grade with a lab report for each lot is the best protection.
What is the minimum order?
One 20 ft container, about 20–25 metric tons depending on packing.
Can you pack in pounds with English labels?
Yes – 2 lb to 50 lb packs under your brand or ours.
